The American Indian Mental Health Block Grant Manager exists to provide leadership, direction, and coordination for all phases of culturally specific grants and contracts processes, with a focus on mental health issues for American Indians (AI) in Minnesota in accordance with tribal, state and federal policies and regulations. This includes overseeing the pre-award, award, post-award, monitoring, and close-out phases of the grant process in accordance with state and federal laws, regulations, and mandates. This role also involves the development, coordination, and management of request for proposal (RFP) processes; contract drafting and execution; grant monitoring; and providing technical assistance to grantees. The Grants Manager will collaborate with internal teams, Tribal Nations, community leaders, and other stakeholders to ensure culturally specific needs are met effectively. Additionally, this position will partner on targeted activities, projects and outcomes with the Mental Health Policy Team and other Behavioral Health Administration staff, staff from other Department of Human Services divisions and other state agencies. This includes significant stakeholder engagement and program area expertise. The incumbent, reporting directly to the AI Team Manager, will report on various activities, projects, and outcomes to other supervisors and managers within the agency, division or department. Some more responsibilities include, but are not limited to: -Mental Health Tribal Liaison and Community Engagement -Grant and Contract Management -Budget and Financial Administration

Two (2) years highly skilled experience working with grants and/or contracts for a human services or mental health program. Experience must clearly demonstrate: -Understanding of grant management processes and cultural specificity within the context of public health. -Experience developing work plans, conducting financial reconciliations, and negotiating contracts. -Strong understanding of core grant management standards and practices to include management of RFPs. -Data research skills sufficient to identify best practices, abnormalities and track and present program results. -Project and/or program management skills that include evaluation and tracking grant budgets. -Lived experience in an Urban American Indian community or experience working with American Indian communities providing services. *Bachelor’s degree in social work, psychology, public health, or other related fields may substitute for one (1) year of work experience.
