In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government. This new cabinet-level agency brings together programs centered on children and families, including childcare and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. Formerly a part of the Department of Human Services, the new Department of Children, Youth, and Families (DCYF) Agency became effective on July 1, 2024. This position will move to DCYF in June of 2025. *** Telework (Within Minnesota or neighboring state counties) and flexible hours options are available for up to 50% of scheduled workdays.*** This position oversees the Department’s accounts receivable activity and coordinates the agencies billing functions to assure compliance with administrative standards, rules, policies/procedures, Generally Accepted Accounting Principles (GAAP) and to maximize system capabilities and improve internal business processes. This position will also prepare assigned Accounts Receivable quarterly and annual reports in accordance with statewide uniform accounts receivable reporting requirements. As directed, this position will train co-workers and other agency staff in specific tasks and job practices/procedures. Responsibilities include but may not be limited to: • Oversee the department’s Business Units in the Accounts Receivable and Billing modules of SWIFT as the functional expert within FOD to assure compliance with administrative standards, rules, policies/ procedures, GAAP and to maximize system capabilities and improve internal business processes. • Prepare department wide internal quarterly and annual accounts receivable reports for billed receivables. • Consolidate reports in accordance with statewide uniform accounts receivable reporting requirements using GAAP, GASB 33 and 34 and other policies, regulations and guidelines promulgated by Minnesota Management and Budget. • Reconciliation of receivable accounts and accounting systems on a monthly basis. • Ensure accuracy of entries in SWIFT and other accounting software. • Review and process refund and invoice adjustments requests. • Process Non-Sufficient Funds transactions. • Train co-workers and agency staff, as directed, in specific task and job practices and procedures to improve and maintain performance levels by communicating timetables and quality standards for tasks; and providing instruction on policies and procedures as needed.
