Under the direction of the Early Childhood Mental Health Systems Coordinator, and under the supervision of the School and Community Based Services Supervisor, this position will focus on the technical and budgetary aspects of Early Childhood Mental Health contracts, as well as assist with policy development. This position will advance Minnesota’s capacity to prevent early childhood mental health conditions in young children, by overseeing and supporting the needs of early childhood providers such as childcare providers, child welfare, home visitors, public health nurses and teachers and staff. The incumbent also coordinates grant program goals and policies with the Department of Health Early Childhood grants and the Department of Education Early Childhood Grants. The incumbent in this position will provide leadership, direction and coordination of all phases of grants and contracts process across multiple program lines or all aspects of a specific program’s operation including pre-award, award, post-award, monitoring and close out phases of the grants and contracts process in accordance with state and federal laws, regulations and mandates. The incumbent will develop, coordinate, and manage request for proposal processes; draft, execute and manage contract and contract amendment processes; lead grant monitoring efforts including site visits, financial reconciliation, invoice oversight and approval, program, and financial grantee reporting; final close-out grantee evaluation; and consultation/technical assistance with grantees. The incumbent will partner on targeted activities, projects and outcomes with other Behavioral Health Administration staff, staff from other DHS divisions and other state agencies. The incumbent will be involved in providing technical assistance and consultation regarding all phases of the grants and contracts processes and program operations with a variety of stakeholders including county and tribal governments, public health agencies, treatment and other social service providers, advocacy, and other interested groups. The incumbent, reporting directly to a supervisor, will report on various activities, projects, and outcomes to other supervisors and managers within the agency, division, or department. Domain of responsibilities includes: -The employee performs the lead role in administering all phases of the programmatic, technical, and budgetary aspects of Early Childhood Mental Health Grants to implement Division policy, in compliance with state procurement laws (M.S. §16A.15 and §16C), federal block grant standards, and DHS equity in contracting standards. Activities include request for proposal including micro-grant, mini-grant development, and execution; determining; proposal collection, evaluation, selection, and awarding processes; contract and contract amendment development and execution; program/project/service reporting development and review; site visit preparation, implementation, and review; grant close preparation, implementation and review including final reporting and grantee evaluation. -Work closely with Lead Staff to administer technical and budgetary aspects of Early Childhood Mental Health contracts; and coordinate with the Department of Health, the Department of Education, and the Department of Children, Youth and Families to integrate various funding streams and service delivery models. -Develop and administer statewide grant-program budget criteria for three-to-five-year grant funding cycles to achieve legislative and policy goals within the limits of state and federal funding availability and legal requirements. -The employee works closely and in a culturally competent manner with grantee provider organizations (vendors) to develop individualized program goals and outcome measures capable of meeting the early childhood mental health needs of culturally specific individuals, families, and communities, while ensuring compliance with rules and legislation.
