This position is responsible for leading a team of data analysts, evaluators and researchers that serve the Department of Human Services (DHS) and Behavioral Health Administration (BHA) in Substance Use Disorder, Children’s, and Adult Mental Health programs, services which are part of Medical Assistance, the largest & most complex program, for the state of Minnesota. The unit conducts high profile, much scrutinized research, and data analysis, using the DHS data warehouse and employing current research and evaluation methods and software, and provides performance measures to monitor and evaluate behavioral health programs and services. This unit provides research in the form of reports, papers, analysis, and data extracts to support behavioral health policy decisions, inform delivery models, legislative proposals and initiatives, measure program and policy impacts, monitor behavioral health services quality control statistical reviews, meet federal and state reporting requirements and conduct ongoing performance measures. The position is responsible for data analysis, federal reporting, database administration, data modeling, data sampling and, in coordination with program policy, federal/county allocation. Some responsibilities include, but not limited to: -Develop, implement, and oversee the business structure, processes, and staff resources for Behavioral Health Administration data analysis and research program. Exercise supervisory authority so that applicable labor agreements and plans are equitably administered and employees under the incumbent’s jurisdiction will effectively perform assigned job duties to achieve the annual objectives of the section. -Oversee the design and execution of research projects to respond to the Behavioral health research needs and questions of the department. Lead BHA research staff in translating empirical findings into policy and planning decisions and analyzes data to determine trends in program delivery. -Assist BHA and other DHS senior management, division directors and managers in identifying measurement strategies and methods to support program and legislative analysis from DHS data sources to further support DHS Behavioral Health program objectives. -Coordinate with other state agencies and divisions in the department to accomplish mutual objectives, minimize overlap in research efforts, and maximize utility of existing state resources.

Demonstrated leadership experience. Leadership experience can include: Experience as a supervisor, lead worker, team lead, project lead; Completion of a State of Minnesota leadership program (e.g. ELI, L4); A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - Experience must include: 1+ year of experience identifying issues, goals and strategic actions 100+ hours per year time commitment AND Four (4) years specialized professional experience analyzing and evaluating health care data and services. Experience must also include: -Current scientific research theory and techniques including research design, hypothesis testing, data analysis,evaluation approaches and methods, samplingmethods, data base construction and complex statistical analytic techniques and the circumstances in which they are used. -Extensive knowledge of eligibility management information systems and feasible methodsand models for its analysis. -Conducting data projects that include work with large and complex data sets for analysis and managing analytical resources. -Accessing, manipulating, and presenting complex statistical data in research documents (for example, via and experience developing procedures to gather, measure and interpret quantitative and qualitative data.
